Which nations? Since 1918, the only recognised, independent League of Nations/United Nations member state EVER to be invaded by either the Soviet Union or the Russian Federation was Afghanistan - and since they were invited by the Afghan Government, in the midst of waging a defensive Civil War against CIA/NATO-sponsored insurgents, that hardly counts as being so egregious.

In 2004, and on an ongoing basis from October 2013, the Western Powers have unilaterally violated every aspect of that bilateral agreement to ensure a free, non-aligned and independent Ukraine. Intentionally, and with aggression and malice of forethought.
Under the 1994 agreement, Russia removed it's strategic nuclear forces and arsenal from Ukraine, whilst retaining it's Black Sea Fleet and conventional forces, logistics and support elements in perpetuity.
Pressuring Ukraine to join NATO violates this treaty. Joining the Russian Energy Market collective would violate this treaty. Overthrowing the elected government of Ukraine violates that treaty. Pressuring Ukraine with a speculative EU-Association agreement and offering cash bribes to join the European Soviet Union violates that treaty. Engineering a putsch and deposing the President of Ukraine by extra-Constitutional means an imposing the Cabal of State Dept. hand-picked Kiev Criminals and IMF Puppet Vampires such as the Chocolate King violates that treaty.
Vladimir Putin has never violated that treaty, or made any other aggressive act towards either the Ukraine itself, or the Western Powers of the EU, NATO or Nulandistan.
