The Most Important Phonecall in History

The Invasion Plan for Cuba, scheduled for December 1st 1963 was code-named AMWORLD.

Had this other, parallel, much more immediate military U-Turn been successfully rammed through the JCS and the NSC, Bundy's indiscretion would have been far less incongruous with all that was going on;

Remember the Day Planner in the Pentagon Papers - 22/11/1963, 11am.

"The President approves the draft of the National Security Action Memo summarising the new consensus of the Cabinet members in attendance at the Honolulu Conference" (I'm paraphrasing)

Screw it - let's get a couple of primary sources, here: 

This is classic civil service - sneak everything through during the changeover and pretend it was all already agreed - Eisenhower never approved an invasion of Cuba, Jack Kennedy never approved the reversal of the initial Vietnam personnel withdrawals, and my guess is that he never approved the Palace Coup/Invasion of Cuba.

Haig and Vance put the plans through on the Friday, under his authority, without reference to the President.

Because that's who this is - Cyrus Vance and Al Haig.

And this is a real, bootstrap operation - this is sub-rosa not just to the NSC, CIA and DIA, let alone NATO; this is is below even the level of the Joint Chiefs, this is going on at the level of the Army General Staff in the Pentagon....

President Kennedy taped (almost) none of his phonecalls, and all of his (important) meetings.

Lyndon Johnson taped (almost) none of his meetings, and all of his telephone calls.

It was an automatic taping system, it recorded EVERY call made from the Oval Office, and the tapes and verbatim transcripts have survived.

Except for one.

There was a single Johnson telephone call, for which only a partial transcript survives, which we KNOW (thanks to a 1999 study commissioned by the LBJ Library) was deliberately erased in 1963 using the original tape machine it was recorded on.

And that call was between Lyndon Johnson and J. Edgar Hoover, discussing the need to blackmail the JCS and the CIA to prevent World War III.

Hoover HATED the CIA, and he had spent the entirity of World War II doing Spycatching for FDR, busting Nazi spy rings.

Because within 4 hrs of the assassination, the "Oswald in Mexico at the Cuban Embassy" story had fallen apart.

Because the FBI was independently watching the Cuban embassy themselves, tapping their phone lines in Mexico City, and by lunchtime on 23rd, while Oswald was still alive, Hoover was on the phone to Johnson saying "This isn't true, someone was impersonating Oswald and trying to set him up as working with the Cubans"
