“I’m the only major candidate who opposed this war from the beginning. And as president I will end it. 

Second, I will cut tens of billions of dollars in wasteful spending. I will cut investments in unproven missile defense systems. I will not weaponize space. I will slow our development of future combat systems. And I will institute an independent “Defense Priorities Board” to ensure that the Quadrennial Defense Review is not used to justify unnecessary spending. 

Third, I will set a goal of a world without nuclear weapons. To seek that goal, I will not develop new nuclear weapons; I will seek a global ban on the production of fissile material; and I will negotiate with Russia to take our ICBMs off hair-trigger alert, and to achieve deep cuts in our nuclear arsenals.”

"A close examination of the White House’s National Space Policy[1]released on June 28 reveals that national security is subordinated to policies for seeking cooperation, transparency, and most of all, arms control agreements regarding space systems and operations. Putting arms control at the center of the National Space Policy carries the direct risk of the U.S. losing its military and intelligence advantages in space and increasing the effectiveness of the “anti-access” strategies of U.S. adversaries.

Further, Congress—and the Senate in particular—needs to keep a close watch on the Obama Administration’s space arms control initiatives. The Obama Administration will most certainly be tempted to pursue this arms control agenda in ways that effectively circumvent the Senate’s constitutional role in consenting to the ratification of international agreements that should be concluded as treaties."
