This emasculation is coded homo-erotically, in an Ancient-Greece sense. O'Toole threatens to "take" Xander, grabs him from behind, holds up a penetrative object and asks him where he "wants it". 

Xander's immediate insistence that he and Jack were "rasslin', but not in a gay way" stems from his intertwined fear of emasculation and homosexuality. ... 

This whole episode is an exercise in 
"be careful what you wish for", in which Xander achieves successful masculinity, and has a terrible time because of it.

Theresa Basile compares him with the 
brave hobbit Sam in The Lord of the Rings and writes, 
"He’s a would-be 'man's man' – 
obsessed with being manly – 
whose only close friends are women. 

He's both a perpetrator and victim of 
sexual assault and/or violation of consent.

"'Helpless' directly compared Buffy to Superman – 
a comparison that has been made before since 
'Never Kill a Boy on the First Date' – and 
'The Zeppo' follows up on that by comparing Xander 
to Jimmy Olsen,' Superman's sidekick. 
He has accepted Buffy's role as Hero, but is struggling 
to find his own role within the same genre structure."

Continuity

Reception and influence
Vox ranked it at #34 of the 144 Buffy episodes, writing that "this episode, which sees him sidelined by his friends as they try to stop yet another impending apocalypse, is truly Xander-centric: Isolated from the gang, he falls in with a bad (read: dead) crowd, has a, uh, romantic encounter with Faith, and eventually averts an apocalypse of his own. ... But the episode reminds us that he charges into battle beside his friends time and again not because he’s gifted, or tasked by some higher power, but because he chooses to. Which is, in some ways, even more noble."

Noel Murray of The A.V. Club wrote that "The Zeppo" had become a favorite episode of his, saying, "What I loved about 'The Zeppo' is how Xander's feelings of abandonment pervade the structure of the episode, which is filled with moments that are (intentionally) dramatically unsatisfying." 

In Entertainment Weekly's list of the 25 best Whedonverse episodes—including episodes from Buffy, as well as Angel, Firefly and Dollhouse—"The Zeppo" placed at No. 23. TV Squad's Keith McDuffee listed "The Zeppo" as the fifth best episode of the series. The episode was nominated for an Emmy Award for Outstanding Makeup in a Series.

Theresa Basile calls it an overrated episode, saying, 
"This is the boy who brought Buffy 
back to life in 'Prophecy Girl,' 
helped her save Willow/Cordelia/Giles/Jenny 
in 'When She Was Bad,' 
constantly patrolled with her throughout season two, 
pulled Cordelia out of a fire, and rescued Giles 
in 'Becoming Part 2,' all without the aid

and all of a sudden, he’s a useless drain

They sacrifice character for the sake of a fairly weak parody that 
doesn’t actually become funny until the final act." On the other hand, she liked "the zombie frat boys who enjoy Walker, Texas Ranger, because that is some 
inspired silliness right there."

InsectReflection.com notes, "This episode is quietly a turning point for Xander's character. More than that, it’s quietly one of the best and most unique episodes in the series. ... This is, in fact, an episode of Xander the Zombie Fighter, inside which occurs an episode of Buffy the Vampire Slayer."

The episode has proved influential on later television writers. In his "Production Notes: Doodles in the Margins of Time", Doctor Who executive producer Russell T Davies said that he was inspired by "The Zeppo", along with the Star Trek: The Next Generation episode "Lower Decks", when writing the 2006 "Doctor-lite" episode "Love & Monsters", which started an annual tradition for an episode with little involvement of the lead cast. Joss Whedon himself cites it as influential to his later series Agents of S.H.I.E.L.D.

Senator -- I am not now nor have I ever been an oil trader; and neither has anyone on my behalf -- I have never seen a bottle of oil owned one bought one sold one and neither has anybody on my behalf. 

Now I know that standards have slipped over the last few years in Washington but for A Lawyer you're remarkably cavalier with any idea of Justice. 

I'm here today but last week you already found me guilty you traduced my name around the world without ever having asked me a single question without ever having contacted me without ever having written to me or telephoned me without any contact with me whatsoever and you call that justice now I want to deal with the pages that relate to me in this dossier and I want to point out areas where there are let's be charitable and say errors and then I want to put this in the context that I believe it ought to be on the very first page of your document about me you assert that I have had many meetings with Saddam Hussein this is false I have had two meetings with Saddam Hussein once in 1994 and once in August of 2002 by no stretch of the English language can that be described as many meetings with Saddam Hussein. 

As a matter of fact I've met Saddam Hussein exactly the same number of times as Donald Rumsfeld met him the differences Donald Rumsfeld met him to sell him guns and to give him maps the better to target those guns.

Taha Yasin Ramadan well you have something on me I've never met mr. Taha Yasin Ramadan your subcommittee apparently has but I do know that he's your prisoner I believe he's an Abu Ghraib prison I believe he's facing war crimes charges punishable by death in these circumstances knowing what the world knows about how you treat prisoners in Abu Ghraib prison in Bagram airbase in Guantanamo Bay including him I may say British citizens being held in those places I'm not sure how much credibility anyone would put on anything you managed to get from a prisoner in those circumstances but you quote 13 words from Taha us in Ramadan whom I have never met if he said what he said then he is wrong and if you had any evidence that I had ever engaged in any actual oil transaction if you had any evidence that anybody ever gave me any money it would be before the public and before this commitment today because I agreed with your mr. Greenblatt your mr. green block was absolutely correct what counts is not the names on the paper what counts is where's the money senator who paid me hundreds of thousands of dollars of money the answer to that is nobody and if you had anybody who ever paid me a penny you would have produced them here today now you refer at length to a company named in these documents as a radio petroleum I say to you under oath here today I have never heard of this company I have never met anyone from this company this company has never paid a penny to me and I'll tell you something else I can assure you that a radio petroleum has never paid a single penny to the Maruyama Peele campaign not a thin dime I don't know who a radio petroleum are but I dare say if you were to ask them they would confirm that they have never met me or ever paid me a penny whilst I'm on that subject who is this senior former regime official that you spoke to yesterday don't you think I have a right to know don't you think the committee and the public have a right to know who this senior former regime official you were quoting against me interviewed yesterday actually is now one of the most serious of the mistakes that you have made in this set of documents is to be frank such a schoolboy howler as to make a fool of the efforts that you have made you assert on page 19 not once but twice that the documents that you're referring to cover a different period in time from the documents covered by the Daily Telegraph which were the subject of a libel action one by me in the High Court in England late last year you state that The Daily Telegraph article cited documents from 1992 and 1993 who else you are dealing with documents dating from 2001 senator the Daily Telegraph's documents date identically to the documents that you are dealing with in your report here none of the Daily Telegraph's documents dealt with a period of 1990 to 1993 I had never set foot in Iraq until late in 1993 never in my life there could possibly be no documents relating to oil-for-food matters in 1990 to 93 for the oil-for-food scheme did not exist at that time and yet you've allocated a full section of this document to claiming that your documents are from a different era to the Daily Telegraph documents when the opposite is true your documents and the Daily Telegraph documents deal with exactly the same period but perhaps you were confusing the Daily Telegraph action with the Christian Science Monitor the Christian Science Monitor did indeed publish on its front pages a set of allegations against me very similar to the ones that your committee have made they did indeed rely on documents which started in 1992-1993 these documents were unmasked by the Christian Science Monitor themselves as forgeries now the neocon websites and newspapers in which you're such a hero senator were all absolutely cock-a-hoop at the publication of the Christian Science Monitor documents they were all absolutely convinced of their authenticity they were all absolutely convinced that these documents showed me receiving 10 million dollars from the Saddam Hussein regime and they were all lies in the same week as the Daily Telegraph published their documents against me the Christian Science Monitor published theirs which turned out to be forgeries and the British newspaper mill on Sunday purchased a third set of documents which also on forensic examination turned out to be forgeries so there's nothing fanciful about this nothing at all fanciful about it the existence of forged documents implicating me in commercial activities with the Iraqi regime is a proven fact it's a proven fact that these forged documents existed and were being circulated amongst right-wing newspapers in Baghdad and around the world in the immediate aftermath of the fall of the Iraqi regime now senator I gave my heart and soul to oppose the policy that you promoted I gave my political life's blood to try to stop the mass killing of Iraqis by the sanctions on Iraq which killed a million Iraqis most of them children most of them died before they even knew that they were Iraqis but they died for no other reason other than that they were Iraqis with the misfortune to be born at that time I gave my heart and soul to stop you committing the disaster that you did commit in invading Iraq and I told the world that your case for the war was a pack of lies I told the world that Iraq contrary to your claims did not have weapons of mass destruction I told the world contrary to your claims that Iraq had no connection to al-qaeda I told the world contrary to your claims that Iraq had no connection to the atrocity on 9/11 2001 I told the world contrary to your claims that the Iraqi people would resist a British and American invasion of their country and that the fall of Baghdad would not be the beginning of the end but merely the end of the beginning senator in everything I said about Iraq I turned out to be right and you turned out to be wrong and a hundred thousand people have paid with their lives 1,600 of them American soldiers sent to their deaths on a pack of lies 15,000 of them wounded many of them disabled forever on a pack of lies if the world had listened to Kofi Annan whose dismissal you demanded if the world had listened to President Chirac who you want to paint some kind of corrupt traitor the world had listened to me and the anti-war movement in Britain we would not be in the disaster that we are in today senator this is the mother of all smoke screens you are trying to divert attention from the crimes that you supported from the theft of billions of dollars of Iraq's wealth have a look at the real oil-for-food scandal have a look at the 14 months you were in charge of Baghdad the first 14 months when 8.8 billion dollars of Iraq's wealth went missing on your watch have a look at Halliburton and the other American corporations that stole not only Iraq's money but the money of the American taxpayer have a look at the oil that you didn't even meet her that you were shipping out of the country and selling the proceeds of which went who-knows-where have a look at the 800 million dollars you gave to American military commanders to hand out around the country without even counting it or weighing it have a look at the real scandal breaking in the newspapers today revealed in the earlier testimony in this committee that the biggest sanctions Busters were not me or Russian politicians or French politicians the real sanctions Busters were your own companies with the connivance of your own government thank mr. Gallow no let me I've checked your website but there are lots of contributors to your political campaign funds I don't suppose you ask any of them how they made the money they give you certainly not at $600,000 American but let me again ask the quote I just the record is clear I need to be clear in the record that you're not contesting than the validity of document twelve exhibit 12 you're indicating that mr. zark had could have had dealings with Iraq but you're saying that at that point in time you were not aware well he had oil dealings with us well I've only seen this document today and I'm telling you that insofar as my name is in a parenthesis the information in it as false I have no reason to believe mr. Zurich arts company did not do that particular oil deal but this is your problem in this whole affair there is nobody arguing that mr. Zuri cats company did not do oil transactions and many other much bigger frankly business contracts with Iraq there's nobody contesting the mr. Zurich up made substantial donations to our campaign against sanctions on war my point is you have accused me personally of enriching myself of taking money from Iraq and that is false and unjust mr. Galloway do you recall in interview head with the Jeremy Paxman in April 23 2003 well we have a copy of the transcript of that I'd like to refresh your memory we get a copy of that as we get you a copy I'm going to ask you were asked the question talking about business dealings with mr. Zarra cot in Iraq and at least the transcript that I have and I'd like you to let me know if it's incorrect your quote is have asked him about business and quote while I'm trying to reach him this is in 2003 I'm trying to reach him to ask him if he's ever been involved in oil deals because I don't know the answer to that so in 2003 you're saying you don't know the answer whether involved in oil deals well I told you in my previous two answers I knew that mr. Zurich OTT was heavily involved in business in Iraq and elsewhere but that it was none of my business what particular transactions or business he was involved in any more than you asked the American Israel Public Affairs Committee when they donate money to you or pay for your trips to Israel well they got the money from so mr. In recent weeks and months, we have seen a shocking increase in extremist disruption and criminality.

What started as protests on our streets, has descended into intimidation, threats, and planned acts of violence.

Jewish children fearful to wear their school uniform lest it reveal their identity.

Muslim women abused in the street for the actions of a terrorist group they have no connection with.

Now our democracy itself is a target.

Council meetings and local events have been stormed.

MPs do not feel safe in their homes.

Long standing Parliamentary conventions have been upended because of safety concerns.

[Please note political content redacted here.] I need to speak to you all this evening because this situation has gone on long enough…

…and demands a response not just from government, but from all of us.

Britain is a patriotic, liberal, democratic society with a proud past and a bright future.

We are a reasonable country and a decent people.

Our story is one of progress, of great achievements and enduring values.

Immigrants who have come here have integrated and contributed.

They have helped write the latest chapter in our island story.

They have done this without being required to give up their identity.

You can be a practising Hindu and a proud Briton as I am.

Or a devout Muslim and a patriotic citizen as so many are.

Or a committed Jewish person and the heart of your local community…

…and all underpinned by the tolerance of our established, Christian church.

We are a country where we love our neighbours.

And we are building Britain together.

But I fear that our great achievement…

…in building the world’s most successful multi-ethnic, multi faith democracy…

…is being deliberately undermined.

There are forces here at home trying to tear us apart.

Since October 7th there have been those trying to take advantage of the very human angst that we all feel…

…about the terrible suffering that war brings to the innocent, to women and children…

…to advance a divisive, hateful ideological agenda. 

On too many occasions recently, our streets have been hijacked by small groups…

…who are hostile to our values and have no respect for our democratic traditions.

Membership of our society is contingent on some simple things…

…that you abide by the rule of law, and that change can only come through the peaceful, democratic process.

Threats of violence and intimidation are alien to our way of doing things: they must be resisted at all times.

Nearly everyone in Britain supports these basic values but there are small and vocal hostile groups who do not.

Islamist extremists and the far right feed off and embolden each other.

They are equally desperate to pretend that their violence is somehow justified…

…when actually these groups are two sides of the same extremist coin.

Neither group accept that change in our country can only come through the peaceful democratic process.

Both loathe the pluralist, modern country we are.

Both want to set Briton against Briton to weaponise the evils of anti-Semitism and anti-Muslim hatred for their own ends.

The faith of Islam, peacefully practised by millions of our fellow citizens is emphatically not the same thing as the extremist political ideology of Islamism which aims to separate Muslims from the rest of society.

Islamist extremists and far rights groups are spreading a poison, that poison is extremism.

It aims to drain us of our confidence in ourselves as a people, and in our shared future.

They want us to doubt ourselves, to doubt each other, to doubt our country’s history and achievements.

They want us to accept a moral equivalence between Britain and some of the most despicable regimes in the world.

They want us to believe that our country, and the West more generally, is solely responsible for the world’s ills…

…and that we, along with our allies, are the problem.

In short, they want to destroy our confidence and hope.

We must not allow that to happen.

When these groups claim that Britain is and has been on the wrong side of history, we should reject it, and reject it again.

No country is perfect, but I am enormously proud of the good that our country has done.

Our place in history is defined by the sacrifices our people have made,

…in the service of our own freedom and that of others.

And when these groups tell children that they cannot - and will not - succeed because of who they are…

When they tell children that the system is rigged against them or that Britain is a racist country…

This is not only a lie, but a cynical attempt to crush young dreams, and turn impressionistic minds against their own society. 

I stand here as our country’s first non-white Prime Minister, leading the most diverse government in our country’s history…

…to tell people of all races, all faiths and all backgrounds…

…it is not the colour of your skin, the God you believe in or where you were born, that will determine your success…

…but just your own hard work and endeavour.

We must be prepared to stand up for our shared values in all circumstances, no matter how difficult.

And I respect that the police have a tough job in policing the protests we have seen and that they are operationally independent.

But we must draw a line.

Yes, you can march and protest with passion…

You can demand the protection of civilian life…

…but no, you cannot call for violent Jihad.

There is no “context” in which it can be acceptable to beam antisemitic tropes onto Big Ben in the middle of a vote on Israel/Gaza.

And there can be no cause you can use to justify the support of a proscribed terrorist group, like Hamas.

Yes, you can freely criticise the actions of this government, or indeed any government: that is a fundamental democratic right.

But no, you cannot use that as an excuse to call for the eradication of a State – or any kind of hatred or antisemitism.

This week I have met with senior police officers and made clear it is the public’s expectation…

…that they will not merely manage these protests, but police them.

And I say this to the police, we will back you when you take action.

But if we are asking more of the police, we in government must also back up that call with action.

To that end, this month the government will implement a new robust framework for how it deals with this issue.

To ensure that we are dealing with the root causes of this problem…

…and that no extremist organisations or individuals are being lent legitimacy…

…by their actions and interactions with central government.

You cannot be part of our civic life if your agenda is to tear it down.

We will redouble our support for the Prevent programme to stop young minds being poisoned by extremism.

We will demand that universities stop extremist activity on campus. 

We will also act to prevent people entering this country whose aim is to undermine its values.

The Home Secretary has instructed that if those here on visas…

…choose to spew hate on protests or seek to intimidate people we will remove their right to be here.

And our Britain must not be a country in which we descend into polarised camps with some communities living parallel lives.

It is not enough to live side-by-side, we must live together
united by shared values and a shared commitment to this country.

And I want to speak directly to those 
who choose to continue to protest :
Don’t let the extremists hijack your marches.

You have a chance in the coming weeks to show that you can protest decently, peacefully and with empathy for your fellow citizens. 

Let us prove these extremists wrong and show them that even when we disagree we will never be disunited from our common values of decency and respect.

I love this country.

My family and I owe it so much.

The time has now come for us all to stand together to combat the forces of division and beat this poison.

We must face down the extremists who would tear us apart
there must be leadership, not pandering or appeasement.

When they tell their lies, we will tell the truth.

When they try and sap our confidence, we will redouble our efforts.

And when they try and make us doubt each other
we will dig deeper for that extra ounce of compassion and empathy
that they want us to believe doesn’t exist, but that I know does.

If we can do that, we can build on our great achievement in creating today’s Britain

…a country of kind, decent, tolerant people.

We can make this a country in which we all feel a renewed sense of pride.

This is our home.

So let us go forward together, confident in our values and confident in our future.
